なぐりっ子クラブでは2024/2/14、警察の方2名にお越しいただき、不審者対応訓練を実施しました。
今回はその様子をご紹介します。

On February 14, 2024, two police officers came to the club to conduct a training session on how to respond to suspicious persons.
In this article, we will introduce the situation.
マニュアル読み合わせ -Reading the procedure manual-
訓練に先立ち、スタッフが集まってマニュアルの読み合わせを行いました。
当日シフトに入っていないスタッフも含め、子どもたちが来る1時間半前に集合。
不審者が来た際にどのような対応をすればよいのか、普段からどのような対策ができるのか、また訓練の流れを確認しました。
合わせて加筆修正すべき点を指摘しあいましたので、マニュアル改訂に役立てていきたいと思います。
Prior to the training, the staff gathered to read the procedure manual.
Including the staff who were not on shift on the day, we gathered one and a half hours before the children arrived.
We checked what to do when a suspicious person comes, what kind of measures can be taken on a regular basis, and the flow of training.
We also pointed out the points that need to be added and corrected, so I would like to use them to revise the procedure manual.
なぐりっ子クラブで危ないところは…？ -What is dangerous about the Naguriko Club...?-
お迎えに行ったスタッフと一緒に下校してきた子どもたち。
おやつを食べた後、「なぐりっ子クラブで不審者が来たら危ないのはどこ？怖いところはどこ？」という問いかけをしました。
3分間の制限時間の中で各々探してもらい、最後に理由も含めて1人1人発表してもらいました。
様々な状況を想像しながら真剣に考え、意見を発表してくれた子どもたち。
また実際に指導員が不審者役として動き、死角になる箇所を確認することもしました。
The children came to school with the staff who picked them up.
After eating a snack, I asked, "Where is the danger if a suspicious person comes to the Naguriko Club? ".
We asked each of them to search for each of them within a three-minute time limit, and at the end, we asked them to present their own information, including their reasons.
The children thought seriously about various situations and expressed their opinions.
In addition, the instructor actually acted as a suspicious person and checked the blind spots.
特に気になった箇所については市に要望を出す、監視カメラやセンサーライトを設置する等、対応してまいります。
その後、子どもたちに防犯ブザーを持っているかどうかを尋ねたところ、全員が持っており、また小学校で使い方を練習しているという確認がとれました。
We will respond to areas of particular concern by making requests to the city and installing surveillance cameras and sensor lights.
Later, when we asked the children if they had security buzzers, they confirmed that all of them had them and that they were practicing how to use them at elementary school.
子どもたちの安全が第一！ -Children's safety comes first!-
今回はせっかく防犯訓練をするのであればプロ目線でお話をいただこうということで、警察の方にお越しいただきました。
来てくださったのは、名栗地区の駐在さんと応援の方、計2名です。
This time, if we were going to do crime prevention training, we wanted to talk to them from a professional perspective, so the police came.
There were a total of two people who came, a resident from the Naguri area and a supporter.
貴重なお話をいただいた中で、私が特に重要と感じたのは以下3点です。
・子どもたちはとにかく自分の身の安全を守るため、スタッフの指示に従って逃げる
・スタッフは子どもたちの安全を第一に考えて行動する
・110番をした上で、時間を稼ぐ
お話を聞き、なぐりっ子クラブのスタッフとしても、万が一の際に子どもたちの安全を最初に守る義務を負っているのは自分たちなのだということを改めて自覚しました。
Among the valuable talks, I felt that the following three points were particularly important.
・Children should follow the instructions of the staff to protect their own safety.
・Staff will act with the safety of children as the top priority.
・ After calling 110, buy time
Listening to their stories, I was reminded that as the staff of the Naguriko Club, we are the ones who have the duty to protect the safety of the children first in the event of an emergency.
不審者対応訓練！警察の方の迫真の演技に… -Suspicious Person Response Training! - To the powerful performance of the police ...-
お話をいただいた後、警察の方に不審者役を務めていただき、対応訓練をしました。
想定したのは、グラウンドと室内に分かれて子どもたちが遊んでいるという状況。
また普段からスタッフも室内外に分かれて見守りをしているため、今回も同様の状況に設定しました。
スタッフも不審者役の警察官がどこから現れるか知らされておらず、少し緊張しながらその時を待ちました。
やがて現れた不審者役。なぐりっ子クラブの入り口前を通り過ぎ、棒を持ってグラウンドの子どもたちの方へまっすぐ進んでいきます。
屋外で見守りをしていたスタッフが子どもたちをなぐりっ子クラブの建物内に誘導。
室内にいた私がさすまたを持って駆け出し、不審者役と子どもたちの間に立ちふさがりました。
「なぐりっ子クラブの保護者に呼ばれてきた」と言い張る不審者役を刺激しないよう、言葉を選びながら説得を試みました。
不審者役の方はさすが普段から訓練を受けている警察官で、その演技は真に迫ったものでした。
訓練だとわかりつつも、そして手にはさすまたを握って距離を取っているにも関わらず、恐怖と緊張を味わいました。
特に一度、さすまたを掴まれてしまった時には「あ、これはもうダメだ」と絶望的な気持ちになりました。
やがて他のスタッフもさすまたを持って駆けつけ、3人がかりで対抗。
やはり1対1よりも複数人で対応する方が心強いのだと実感しました。
また、不審者役が建物を回り込もうとした際、そちら側のシャッターが閉まっているのを確認できた時には非常に安心し、スタッフ間の連携が重要なのだということも再確認できました。
後で室内で子どもたちを見守っていたスタッフに確認したところ、子どもたちも頭では訓練だとわかりつつ、臨場感のある攻防に緊張感を持って真剣に見ていたとのことでした。
After the story, the police took on the role of a suspicious person and trained how to respond.
The assumption was that the children would play on the ground and indoors.
In addition, the staff is usually divided into indoor and outdoor areas to watch over them, so we set up a similar situation this time.
The staff was not informed of where the police officer acting as the suspicious person would appear, so they waited for the moment with a little nervousness.
The role of a suspicious person who appeared eventually. Passing in front of the entrance of the Naguriko Club, I grabbed a stick and walked straight towards the children on the ground.
Staff members who were watching over the children outside guided them into the Naguriko Club building.
I was in the room and ran out with a spear and stood between the suspicious person and the children.
I tried to persuade him while choosing his words so as not to provoke the role of a suspicious person who insisted that he had been called by the guardian of the Naguriko Club.
The person who played the role of the suspicious person was a police officer who was trained on a regular basis, and his performance was realistic.
Even though I knew it was training, and even though I was holding my hand and keeping my distance, I felt fear and nervousness.
Especially once, when I was grabbed by a spear, I felt hopeless, thinking, "Oh, this is no longer good."
Eventually, the other staff members rushed in with their arms, and the three of them countered.
After all, I realized that it is more reassuring to deal with multiple people than one-on-one.
In addition, when the suspicious person tried to go around the building, I was very relieved when I could see that the shutters on that side were closed, and I was able to reaffirm the importance of cooperation between staff.
Later, when I checked with the staff who were watching over the children indoors, they said that the children knew in their heads that it was a drill, but they were watching the realistic attack and defense with a sense of nervousness.
講評と質問タイム -Critique and Q&A Time-
さすまたを使っての訓練を実施した後、室内に戻って警察の方から講評をいただきました。
子どもたちはスタッフに従って迅速に逃げることができていたとお褒めの言葉をいただき、スタッフはさすまたを有効に活用するための方法など、アドバイスをいただきました。
After conducting the training using the sasumata, we returned to the room and received a comment from the police.
The children were complimented on how they were able to follow the staff and escape quickly, and the staff gave advice on how to make the most of it.
ご指摘いただいた点については、読み合わせで確認した点と合わせてマニュアル及び今後の訓練に反映していきたいと思います。
また今回は「室内外で遊んでいた際、外にいた子どもたちが危険にさらされた」というシチュエーションで訓練を実施しましたが、どの時間帯にどのような現れ方をするかがわからないのが不審者です。
不審者のタイプも様々であり、今回の訓練で演じていただいたよりももっと危険な不審者もたくさんいるとのことでした。
今後とも、折を見てスタッフ同士、また子どもたちも含めて様々な状況を想定したイメージトレーニングや訓練が必要なのだと改めて実感しました。
最後に、警察の方に気になる点を質問しました。
スタッフはもちろん、子どもたちからもたくさんの質問が出てきました。
警察の方のお話や迫真の演技を目にしたことで、訓練以前よりも不審者の怖さを自分事として考えられるようになったのだなと、嬉しく感じました。

In addition, this time, the training was conducted in a situation where "children who were outside were in danger when playing indoors and outdoors", but it is suspicious that they do not know how to appear at what time of day.
There are various types of suspicious persons, and there are many suspicious people who are even more dangerous than the ones who were played in this training.
In the future, I realized once again that it is necessary to conduct image training and training that assumes various situations, including among staff members and children.
Finally, I asked the police about what I was concerned about.
There were a lot of questions from the staff as well as the children.
I was happy to see the stories of the police and the powerful performances, and I was able to think about the fear of suspicious people as my own problem more than before the training.
大切なのは不審者を寄せ付けない環境づくり -The important thing is to create an environment that keeps suspicious people at bay-
今回の訓練を通じ、私はまずは不審者を寄せ付けない環境づくりが大切なのだと感じました。
名栗は小さな地域だけにお互いに顔見知りが多く、不審者が来れば気づきやすい環境ではあります。
しかし今回の訓練で、不審者対応をしているといつもより時間が経つのが遅く感じました。
実際に不審者が現れた際には警察の到着まで時間を稼ぐためにも、周囲の方々に応援を頼むことも重要なのだと実感しましたので、今後は今まで以上に地域の方々との交流を深めていきたいと考えています。
例えば挨拶。下校中にすれ違う地域の方々には今でもきちんと挨拶することを心掛け、また子どもたちにも指導していますが、これも不審者に対する抑止力となるでしょう。
また、地域の方々と子どもたちの交流イベントを開催する、小学校の先生方となぐりっ子クラブのスタッフが情報交換する機会を作る、行政センター等との関係強化を図る、といったことも実施していきたいと思います。
また今月、保護者の皆様のご協力の元、引き取り訓練も予定しております。
そちらの訓練でも改善すべき点を洗い出し、今後につなげてまいります。
Through this training, I felt that it is important to create an environment that keeps suspicious people at bay.
Naguri is a small area, but there are many people who know each other, and it is an environment where it is easy to notice suspicious people if they come.
However, in this training, I felt that time passed more slowly than usual when dealing with suspicious persons.
I realized that it is important to ask for support from the people around me in order to buy time until the police arrive when a suspicious person actually appears, so I would like to deepen my interaction with the local people more than ever in the future.
For example, greetings. I still try to greet the people in the community who pass by on the way home from school, and I also instruct the children, which will also be a deterrent to suspicious people.
In addition, we would like to hold events to interact with local residents and children, create opportunities for elementary school teachers and Naguriko Club staff to exchange information, and strengthen relationships with administrative centers.
In addition, we are planning to hold a take-home training this month with the cooperation of parents.
We will identify points that need to be improved in that training as well, and we will connect them to the future.
最後に -At last-
今回、警察の方のご協力をいただいたことで、大変有意義な訓練を実施することができました。
今後とも、定期的に警察の方にお越しいただく訓練を実施していきたいと思います。
また現時点での問題点洗い出し、子どもたちやスタッフの意識改革等、今回得たものを踏まえ、子どもたちの安全を守れる体制をより一層強化してまいります。
Thanks to the cooperation of the police, we were able to conduct a very meaningful training.
In the future, we would like to continue to conduct regular training for police officers.
In addition, based on what we have learned this time, such as identifying current problems and raising the awareness of children and staff, we will further strengthen the system that can protect the safety of children.
